MarksTip tool behaving weirdly

In the WPF demo app, I selected a line style and the MarksTip tool. The tips isn't display at the data point and if I move around long enough new tips doesn't even display.

I could also reproduce this and added the defect (TF02013439) to the list to be fixed.
